Preamble: Recognizing the essential role of visible and legible license plates in maintaining public safety, law enforcement, and accountability on roadways, and acknowledging the increasing instances of intentional or unintentional obstruction of license plates by covers, tints, or other materials, whether transparent or opaque;

Affirming the right of citizens to operate vehicles in a manner that is consistent with traffic safety regulations and the equitable enforcement of the law;

Highlighting the need for clear, enforceable standards to prevent any obstruction of license plates that compromises the ability of law enforcement, toll systems, or surveillance technology to accurately identify vehicles;

We hereby proclaim this declaration as a framework for the universal prohibition of obstructive license plate covers and related materials and outline the rights and responsibilities of individuals in maintaining unobstructed vehicle identification.

Article 1: Prohibition of Obstructive License Plate Covers

  1. No license plate shall be obstructed, obscured, or rendered less visible by any cover, tint, coating, or material, whether transparent, opaque, or colored, that affects the plate’s legibility or detectability by human or technological means.
  2. All vehicle owners are responsible for ensuring their license plates are clearly visible at all times, free from dirt, damage, or obstructions that could impede recognition.
